It is with immense pride and anticipation that we introduce this inaugural

edition of the Unilab Center for Health Policy (UCHP) Research Journal. This

publication marks a significant milestone in the Unilab Foundation's (ULF)

unwavering commitment to building a healthier and future-ready Philippines.

Since its establishment in 2012, ULF has been dedicated to fostering inclusive

development through social innovations and impactful programs, with a focus

on critical areas such as mental health, STEM education, and public health

promotion.


The UCHP, launched in March 2024, stands as a testament to this enduring

mission. Conceived as a collaborative and evidence-based policy laboratory,

UCHP is at the forefront of generating insights and developing models that are

crucial for achieving the ambitious goal of universal healthcare in the

Philippines. Our work is meticulously data-driven, grounded in deep expertise,

and informed by practical experience, ensuring that our contributions are both

rigorous and relevant.


This maiden volume exemplifies the breadth and depth of the UCHP's initial

endeavors. It features groundbreaking studies that directly address pressing

challenges within the Philippine healthcare system:

The first 30-year analysis of the Philippine National Health Accounts

provides an unprecedented historical perspective on the nation's health

spending, offering vital insights into the trajectory of our health sector

performance.


A thoughtful proposal on Provider Payment Governance examines global

best practices to craft a governance framework tailored to the Philippines,

essential for the transition to a performance-driven system mandated by

the Universal Health Care Law.


Pioneering research into the creation of a referral system framework for

Geographically Isolated and Disadvantaged Areas (GIDA) seeks to ensure

sustainable access to a continuum of care for our most vulnerable

communities.


Each study within this journal represents a vital step towards bridging existing

gaps and fostering a more equitable and efficient healthcare landscape. We

believe this journal will serve as a crucial platform for dialogue, a catalyst for

evidence-informed policymaking, and a beacon for collaborative action. May its

pages inspire further research, innovation, and collective effort towards a robust
